According to a report by the US-based Axios website, citing unnamed US and Ukrainian officials, the Trump administration has prepared a 28-point plan to end the war between Ukraine and Russia.

While Trump's plan states that the US and other countries will legally recognize Crimea and Donbas as Russian territory, it was reported that no such request would be made from Ukraine.

A source with direct knowledge of the plan claimed that Rustam Umerov, Secretary of the National Security and Defense Council of Ukraine, was authorized by Ukrainian President Volodymyr Zelenskyy to negotiate with US President Donald Trump’s Special Representative for the Middle East, Steve Witkoff, and that many of Umerov’s comments were incorporated into the text of the 28-point plan.

The Ukrainian official claimed that Umerov did not accept the terms of the plan during the meeting and that Ukraine objected to many points.

The US official claimed that the plan in question by President Donald Trump's administration envisaged leaving some Ukrainian regions to Moscow's administration.

The US official, noting that this situation was conditional, claimed that this could be in exchange for Russia providing security guarantees to the US against a possible future Russian attack on Ukraine and Europe.

The US official said the Trump administration believes that if the war between Russia and Ukraine continues, Kyiv"will lose territory anyway," so reaching an agreement now "is in Ukraine's interest."

According to the US official, the Trump administration's 28-point plan suggested that Russia would take de facto control of Luhansk and Donetsk (the Donbas region).

The official claimed that Donbas, from which Ukraine will withdraw after coming under Russia's de facto control, will be considered a demilitarized zone and that Russia will not be able to deploy troops there.

Sources claimed that a senior Qatari official attended the talks between Witkoff and Umerov last weekend.

Two sources with direct knowledge of the plan argued that Qatar and Turkey played a role in preparing Trump’s new plan and supporting US mediation efforts.

"Mediation by Qatar and Türkiye helped end the war in Gaza and could also help end the war in Ukraine," one of the sources said.

CLAIM THAT ZELENSKY HAD PREPARED ANOTHER PLAN

The US official, who claimed that Witkoff had planned to meet with Zelenskyy in Ankara, claimed that the meeting was postponed when it became clear that Zelenskyy had backed down from the agreements reached with Umerov and did not want to discuss the Trump plan.

The US official suggested that Zelenskiy instead went to Ankara with a different plan, prepared with officials in Europe, that"Russia would not accept."

The Ukrainian official, however, argued that the meeting was postponed because Zelenskiy wanted to discuss the plan in a broader format, including with European countries.

The US official stated that Zelenskyy could come to Washington to discuss the new US plan if he wishes, adding,"Now we will wait. The ball is in Zelenskyy's court."
