According to a statement from the General Directorate of National Security, the signing of this agreement took place on the sidelines of the 93rd session of the General Assembly of the International Criminal Police Organization (Interpol), held in Marrakech from November 24 to 27, 2025.

This agreement stipulates the establishment of a reference framework to guide cooperation between the two countries in the security field, in order to promote the exchange of expertise, experience, information and technical assistance, with a view to ensuring a deep understanding and an effective fight against the various forms of organized crime that could threaten the security of both countries, the same source specifies.

The Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, and the Commissioner General of the Ethiopian Federal Police, Demelash Gebremichael.

The memorandum of understanding also allows Morocco’s national security services to provide their Ethiopian counterparts with all the necessary assistance in terms of training, technical support and intelligence, in order to enable them to develop their human resources and strengthen their capacities in the prevention and fight against crime.

This agreement defined its scope in the areas of combating human trafficking, illegal immigration, trafficking in human organs, trafficking in narcotics, psychotropic substances and chemical precursors, illicit trafficking in weapons, explosives and hazardous materials, combating cybercrime and combating financial and economic crime and money laundering, in addition to all areas which could constitute an object of common interest for the two countries.

Following this signing, the statement continued, the Director General of National Security and Territorial Surveillance and the Commissioner General of the Ethiopian Federal Police held talks during which they reviewed the record of bilateral security cooperation and the means to promote this partnership between the two countries, in order to consolidate and strengthen common security.
