The National Electoral Council (CNE) approved the report that rejected the appeals filed by the legal representatives of different parties aligned with President Gustavo Petro, who demanded the exclusion of Colombia Humana and Progresistas from the single party of the Historic Pact.
The magistrates of that administrative courtdecided not to replace the resolution of September 2025, with which it was determined that this new group would arise from the merger of the Communist Party, the Democratic Pole and the Patriotic Union, but not from the rest of the political forces.
The CNE resolved "not to replace Resolution No. 09673 of September 17, 2025, by means of which it was decided on the request for recognition of legal status of the Historical Pact Political Movement, as a result of the merger of the Colombia Humana Political Movement, the Patriotic Union party, the Alternative Democratic Pole party, the Colombian Communist Party, the Progressive Party and the political and social indigenous minga."
In that resolution, the CNE reiterated the request to determine how the registration process of these political organizations with the Registry Office was to participate in the internal consultations - both for the elections to Congress and for the definition of the candidate for the Presidency - and asked to clarify which were the pre-candidates who were registered for those elections.
The CNE considered that Progresistas, the movement led by Senator María José Pizarro, does not have a recognized legal status, an “indispensable condition” for it to be part of the merger.
As for Colombia Humana, the judges endorsed the thesis that the"statutory quorum in article 72 of its statutes to decide on its merger was not met, a circumstance that prevents this corporation from admitting its participation, as a guarantee of the rest of its own internal rules and the majorities that the community defined for such purposes."

The sectors that make up the Historic Pact will participate in an interparty consultation to define their sole candidate for the Presidency, who will then present themselves to the consultation of the broad front, and their lists to the Senate and the House of Representatives on Sunday, October 26.
Although the result of the legislative referendum will determine the order of the candidates on the ballot, this sector has already confirmed that Senator María José Pizarro will lead the Senate list. Furthermore, the runner-up in the presidential referendum—which will be contested between Carolina Corcho and Iván Cepeda—is expected to occupy second place on the Senate list.
