In Geneva, Switzerland, on Sunday, a Ukrainian delegation held talks with representatives of Britain, France, Germany, Italy, EU institutions, and United States officials about the American peace plan.

The Financial Times reported on Monday that the US-drafted peace plan for ending the war in Ukraine had been reduced from 28 to 19 points during talks in Geneva. The newspaper's sources did not say which points had been removed from the draft peace plan.

However, Ukrainian First Deputy Foreign Minister Serhiy Kyslytsia said that the negotiators left the most politically sensitive issues and controversial points - including territorial issues and relations between NATO, Russia and the US - to the decision of the presidents of both countries: Donald Trump and Volodymyr Zelensky.

Kyslytsia, who was a member of the Ukrainian delegation at the talks in Geneva, described the meeting as"challenging but productive." He noted that the result was a completely revised draft document. Both sides left the talks with a positive feeling, the Ukrainian diplomat added.

Ukrainian officials in Geneva argued that they were"not authorized" to decide on the issue of territory, especially not on its handover - such a process, according to the Ukrainian constitution, requires a nationwide referendum.

According to Kyslytsia, the new proposal bears little resemblance to the version of the peace plan that was leaked to the media at the turn of this and last week, causing outrage in Kiev and its Western allies."Very little remains of the original version," the Ukrainian diplomat assured.

"We have developed a solid basis for convergence and a few points on which we can compromise," he added."The rest will require decisions by the country's leadership," he said.

Kyslycia reported that the US delegation - including Secretary of State Marco Rubio, Secretary of the Army Daniel Driscoll, Special Envoy for Russia Steve Witkoff and Trump's son-in-law Jared Kushner - was open to Ukraine's proposals and almost all of Ukraine's recommendations were incorporated into the text.

The negotiations were preceded by a tense atmosphere - Americans were upset by the leak of information to the media and the public debate about the origin of the first proposal. The tension was only eased after almost two hours of negotiations between Zelensky's chief of staff, Andriy Yermak, and Minister Rubio.

Subsequently, all points of the proposal were discussed in a constructive atmosphere, including the number of Ukrainian army soldiers and amnesty for potential war crimes.

Kyslytsia reported that the American side has expressed a willingness to withdraw the proposal to impose a ceiling of 600,000 troops for the Ukrainian army. He added that the American negotiators have carefully listened to the arguments of the Ukrainian delegation and agreed to take these points into account.

"They agreed that the number of Ukrainian military personnel in the leaked version (of the draft peace plan) - whoever the author was - is no longer on the table," Kyslycia said, adding that discussions on the topic would continue.

The proposal for a general amnesty for potential war crimes in the original draft was reworked to reflect"the wrongs of those who suffered in the war," Kyslycia assured.

Later, European allies, including representatives of Britain, France, Germany, Italy and EU institutions, joined the talks. Before the meeting with the US, Ukraine held private consultations with the national security advisers of European countries to coordinate positions and identify common priorities.

Each delegation will now present working proposals to the presidents of the United States and Ukraine. The American administration was then to approach Moscow to move the negotiations forward, Kyslytsia said.

It is currently unclear whether Trump will ask Zelensky to sign the draft peace plan. However, Ukraine is willing to continue working towards a just end to the war and travel"anywhere" to continue the negotiation process.

Putin, Trump

Washington must now decide how and when to present the peace proposal to Russia. The Kremlin said on Monday that it had not yet seen the US-Ukrainian proposal and had not been informed about it.

Trump initially announced that Zelensky should support the peace plan proposal by Thanksgiving on Thursday.

Kyslycia stressed the broader significance of the Geneva meeting."The main achievement of Geneva is that we managed to maintain a functional partnership and dialogue with the Americans," he said."Despite the media coverage and social media, both sides showed that the partnership is strong and capable of creating a viable document for the leaders."

Despite the positive result, Kyslycia remains cautious. He said that"we were not sitting in Netflix headquarters and writing scripts (for films aspiring to be Oscar nominees)". According to him, now we must be guided by responsibility and the complexity of the issues, not by excessive media coverage or public pressure.

Trump and Zelensky had a fight at the White House

According to the FT, there was also discussion about Trump's meeting with Zelensky, which was supposed to take place this week in Washington. However, some people around the Ukrainian president are advising Zelensky to stay in Kiev and not risk provoking another conflict with Trump, which could thwart the progress made in Geneva.

Zelensky announced shortly after noon on Monday that he expects a report on the talks in Geneva from Ukrainian negotiators this evening.

White House spokeswoman Karoline Leavitt later said the presidents were not scheduled to meet this week. Zelensky said on Monday evening that he would discuss the most sensitive issues with Trump.

Leavitt also rejected claims that Trump is siding with Russia in the negotiations. According to the spokeswoman, the US president is putting pressure on both Zelensky and Putin to end the war.

The White House said late on Tuesday that US and Ukrainian negotiators had refined a proposal put forward by the United States last week to end the war in Ukraine. However, media reports said the talks did not resolve all points, which Zelensky indirectly confirmed this evening.
