Axios was the first to report - citing American and Russian officials - that the Americans had secretly developed a 28-point peace plan with Russia to end the war in Ukraine.

This was prepared by Steve Witkoff, Donald Trump’s real estate tycoon-turned-Putin contact, who negotiated on the Russian side primarily with Kirill Dmitriev. The latter is both the head of the Russian sovereign wealth fund and a key figure in diplomatic negotiations on Ukraine. Dmitriev expressed optimism this week about the chances of an agreement because he feels that this time “the Russian position has really been heard.” According to some reports, the Turks and Qataris may have also participated in some way in devising the peace plan.
Witkoff's diplomatic professionalism has been questioned several times, and now he accidentally posted a message on X that was probably personal, which he quickly deleted, but the internet never forgets. (The most common interpretation of the post is that he may have been referring to the fact that the Axios journalists may have obtained their information from Kirill Dmitriev.)
