In the document signed on Monday at a Middle East summit in Sharm el-Sheikh, Egypt, the four countries declare themselves guarantors of an agreement aimed at ending the Gaza war. US President Donald Trump expressed confidence at the signing ceremony that the declaration would"stand the test."

According to Trump, the signed document sets out"rules and regulations" for the next steps toward ending the war between Israel and the Islamist Hamas in the Gaza Strip, which began two years ago. The exact content was not initially disclosed.

"Incredible day for the world and the Middle East"

The US President spoke of an "incredible day for the world and the Middle East." At the signing ceremony, Trump, Egyptian President Abdel Fattah al-Sisi, the Emir of Qatar, Tamim bin Hamad Al Thani, and Turkish President Recep Tayyip Erdogan sat in a room with other heads of state and government behind them. Among them were German Chancellor Friedrich Merz, British Prime Minister Keir Starmer, French President Emmanuel Macron, and Jordan's King Abdullah II.

"You are the only one capable of achieving peace in this region," al-Sisi said during a meeting with Trump shortly before the signing. He also asked Trump for support in a planned conference on the reconstruction of the Gaza Strip, which Egypt plans to host jointly with Germany. According to Egyptian sources, the conference is scheduled to take place in Cairo in November. However, a specific date has not yet been set.

Still some hurdles to a permanent ceasefire

However, there are still significant hurdles to overcome before a permanent ceasefire can be achieved. The details must now be negotiated in a second phase as part of Trump's peace plan for the Gaza Strip. However, Trump said that talks are already underway and that phase two has already begun.

In a first phase, the last surviving hostages from the Gaza Strip were released on Monday in exchange for Palestinian prisoners. The handover of the dead hostages is also expected in Israel shortly. Before his stop in Egypt, Trump visited Israel, met with hostage families, and delivered a speech in the Israeli parliament.

Trump presented his peace plan for Gaza two weeks ago and then pressured Israel and Hamas into agreeing on a ceasefire and the release of hostages and prisoners. Even before the signing ceremony in Egypt, he announced that"eternal peace" was now at hand in the Middle East.

Many observers, however, view this assessment by the US president as premature and overly optimistic. As in previous negotiations over the past two years of war, there is still no agreement on the possible disarmament of Hamas, on the complete withdrawal of Israeli troops from the Gaza Strip, or on the question of whether Palestinian security forces or soldiers from other countries will secure the area in the future.
