Peace Plan Details and Negotiations

Progress and Optimism About Peace Deal

US President Donald Trump said he would send his special envoy Steve Wittkopf to meet with Russian President Vladimir Putin in Moscow, as the White House leader seeks to finalize an agreement to end the war in Ukraine.

“There are only a few points of disagreement left,” Trump wrote in a post on his Truth Social platform, but his optimism was met with European skepticism as Russian missile strikes on Kyiv continued.

Trump hoped to meet"soon" with Putin and Ukrainian President Volodymyr Zelensky,"but only when an agreement to end this war is reached or the final stages" of discussions are reached.

Speaking at the White House, Trump said,"It's not easy, but I think we're very close to reaching an agreement. We'll see."

The US peace plan for Ukraine was revised after it was deemed favorable to Russia, and a source familiar with the negotiations told AFP that the latest version includes"much better" provisions for Kyiv.

The source indicated that this version allows Ukraine in particular to maintain an army of 800,000 soldiers, compared to 600,000 in the initial version of the plan.

US officials had expressed optimism about the negotiations, but acknowledged that there were still"sensitive" issues to resolve.

Meanwhile, French President Emmanuel Macron said that"Russia clearly lacks the will to stop the fighting," calling for continued pressure on it.

Macron said Russia had shown no"willingness to discuss" the draft US plan to end the war, which was revised after talks between Americans, Ukrainians and Europeans in Geneva last weekend.

Since then, heated discussions have been taking place, and US and British media have reported that representatives of the United States and Russia held talks in Abu Dhabi.

For their part, the leaders of the"Coalition of the Willing," which supports Ukraine and includes 30 countries, held a video conference meeting yesterday, Tuesday.

A spokesman for U.S. Army Secretary Dan Driscoll said talks with the Russians were going well. Lieutenant Colonel Jeff Tolbert said,"Monday evening and throughout Tuesday, Secretary Driscoll and his team held discussions with the Russian delegation to achieve a lasting peace in Ukraine... The talks are progressing well, and we remain optimistic."

The White House spoke of "tremendous progress" toward reaching a peace agreement, but noted that there were"sensitive but not insurmountable details" that required further talks.

“We look forward to arranging a visit by the Ukrainian president to the United States as soon as possible in November to complete the remaining steps and reach an agreement with President Trump,” said Rustam Umarov, head of Ukraine’s National Security and Defense Council, on X.
