As Ukraine and its European allies attempt to amend the conditions of a US-drafted plan to end Russia’s war in Ukraine, Russia continued to bomb civilian targets across Ukraine on Monday.
Writing on Telegram, the prosecutor’s office in southern Ukraine’s Kherson region announced a pre-trial war crimes investigation into Russian attacks on populated areas which (as of 5:30 p.m. Kyiv time) have killed three people and injured three more.
One person was killed by artillery shelling in the city of Kherson, while two more people in the surrounding villages were targeted by Russian drones. In another village, a 17-year-old boy was injured after stepping on an anti-personnel mine.
“According to the investigation, on November 24, 2025, the Russian military carried out shelling of settlements in the Kherson region using mortar weapons, artillery, in particular rocket-propelled grenades, and drones,” the statement reads.
On the other side of the country, in Ukraine’s northern Sumy region, a nine-year-old child has been hospitalized after a Russian strike on residential infrastructure – according to a post by Sumy Regional Military Administration Head Oleh Hryhorov on Telegram.
Also on Monday, Russian Presidential Aide Yuri Ushakov said that the terms of a European counter-proposal to the US-drafted plan to end Russia’s war in Ukraine, are “entirely unconstructive and unsuitable for us.”
The original plan – the details of which were leaked to Reuters and other news outlets last week – would see Ukraine cede its occupied territories to Russia, forswear joining NATO, and limit the size of its armed forces to 600,000 personnel. Europe’s counter-proposal would go some way towards making the terms more favorable to Ukraine, such as by removing the point which would rule out Ukraine’s NATO membership.
Reports on the progress of the negotiations are mixed. The US and Ukraine delegations in Geneva said that Sunday’s talks were “highly productive,” and US President Donald Trump suggested that “something good may just be happening” in a Truth Social post.
However, Zelensky said on Monday that EU and NATO membership must be part of Ukraine’s security guarantees, and that Russian President Vladimir Putin’s demand for legal recognition of the territories occupied by Russia is the “main problem.”
German Chancellor Friedrich Merz said that, despite the renewed momentum of diplomatic efforts, he does not expect a breakthrough this week.
